Ross Strategic assists government agencies and their partners to identify and pursue strategic opportunities to advance energy efficiency and clean energy development. We are building catalytic networks of organizations working on innovative approaches to scale energy efficiency and clean energy activity in the U.S. and internationally. Using these networks, we are helping to rapidly harvest and diffuse learning and best practices through collaborative processes and toolkits. We also have expertise in providing policy and programmatic support addressing industrial energy efficiency, as well as energy efficiency retrofits of residential and commercial buildings.

Ross Strategic has deep experience helping clients manage the complex challenges related to environmental issues. We provide analytic, stakeholder process management, strategy development, and facilitation support to help clients respond boldly, creatively, and effectively to their challenges.

  • Climate Change: We have expertise in developing policies and approaches to mitigate greenhouse gas production. We work on collaborations, state and national strategies, governance, information management, grant allocation, performance measurement, program evaluation, and emissions calculations as components of our client support on climate change.
  • Air: We help clients address the human and ecosystem health impacts of air pollutants, air toxics, and greenhouse gas emissions.
  • Waste and Cleanup: We help federal and state agencies address regulatory requirements related to the management of hazardous waste, improving communication and coordination between state and federal agencies on the cleanup of radioactive waste, documenting national trends in waste generation and management, and helping to develop new waste minimization and materials use/reuse strategies.
  • Water: We help water utilities improve management effectiveness and plan for more sustainable water infrastructure, support utilities in defining the attributes of effective and sustainable utility management, help stakeholders examine issues surrounding water availability and reuse, assist state and federal agencies in solving issues related to water quality standards, and provide support for international organizations examining issues of water supply and global demand. Our experience includes helping establish institutions to protect major aquatic ecosystems such as the Great Lakes, Puget Sound, and the Great Salt Lake.

Ross Strategic is a leader in helping organizations leverage Lean and Six Sigma business methods to improve environmental results and agency performance. Lean focuses on the systematic elimination of non-value added activity or “waste.” Ross Strategic’s Lean government work helps agencies to think strategically as well as tactically about using Lean methods to improve the efficiency and effectiveness of government processes.

Ross Strategic has the knowledge and experience to address complex natural resources issues such as protection and restoration of endangered species, development of watershed strategies, and policies to protect coastal areas and forests. We work with a range of partners and disciplines to tackle challenging problems bounded by natural features, but needing political solutions. We assist with strategic planning, institutional and policy development, indicator definition and implementation, and process and information management for natural resource and ecosystem restoration and protection. We help agencies develop and implement systems to coordinate multiple agencies’ activities to achieve strategic ecological goals and we develop measures for reporting progress in those goals.

Ross Strategic supports agencies addressing public health issues and tracking and organizing environmental and health information. We understand the array of potential contaminants in air, water, food, and waste, and human health outcomes that may result from exposure to these contaminants and other environmental conditions such as changing climate. We provide approaches to agencies in considering measurement of hazards and outcomes, supporting measures that contribute to understanding environmental-health linkages. We’ve supported the development of new and improved technologies and tools to provide researchers with resources to enhance disease surveillance, explore epidemiologic hypotheses, implement targeted prevention strategies, and improve efforts to address environmental justice concerns. We’ve worked with federal agencies to assess needs and establish planning and performance measurement approaches and with community groups to leverage existing program funding and resources.

Ross Strategic has expertise in urban and land use planning, growth management, transportation planning, green building and design, and other related fields that support sustainable infrastructure and approaches to improve the quality of life. Ross Strategic works on projects that address smart growth needs and solutions from a variety of perspectives, including incorporation of climate change considerations in development of growth management policies as well as transportation planning, development of indicators for land use and state of environment reporting, supporting web sites and competitions to identify improved approaches for green building and materials reuse, and addressing complex problems such as stormwater management.
